asker, although vote means more people liked you answer,
when chosen by the asker it feels more personal.

Probably the asker, because that means that you actually helped the person, whereas if you get a best answer buy vote, it's more of a popularity contest, but you might not have actually helped the person.

By the asker because it shows that my answer what was they were looking for & i was able to help them out.
If its by voters well some just vote to get points so who knows maybe it was a random choosen one so really there was no point in it getting best choosen.
