as you know the resistivity of nichrome`s wire is Ohm m 0.0000000699 .

    I do not know where you got your details. For #36 wire, NiCr wire has a resistance of about 26 ohms per foot. In any case, even if you had a very low value, you could use a long length of wire - say, 100 feet - to get a reading. Measurements below 1 ohm are not very accurate because every intermediary wire will affect the outcome, so you need equipment that is suitable. A normal VOM is not usually enough.

    It depends upon the sensitivity of your ohm meter. A normal ohm meter would be able to show you the precise reading of resistance as today's modern ohm meters are very precise and sensitive.
