A .50kg cart with a metal sphere, charged q = +2.0 x 10E-5 starts at rest 1m to the right of a fixed sphere with positive charge +3 x 10E-4. The cart is 9m to the left of a sphere with charge -3 x 10E-4. The cart is released. How fast is the cart moving when it is 1m from the negatively charged sphere on its right.

Use potential and kinetic energy. The change in potential energy will equal the kinetic energy.
k*q*q1(1/r1f - 1/r1i) + k*q*q2(1/r2f - 1/r2i) + 0.5*m*v^2 = 0
-0.5*m*v^2 = k*q(q1(1/r1f - 1/r1i) + q2(1/r2f - 1/r2i))
-0.5*m*v^2 = (9*10^9)(2*10^-5)((3*10-4)(1/9 - 1/1) + (-3*10^-4)(1/1-1/9))
-0.5*m*v^2 = -96 joules <--- that's the change in potential energy
solve for v
v = (96/(0.5*m))^0.5
v = (96/(0.5*0.5))^0.5
v = 19.6 m/s
hope that helps!
