Skin So Soft is a well-known fly deterrent (know this from my horsey days), but I wasn't aware it worked on fleas...don't have fleas around here.
I'm willing to bet there is something in the chemical makeup or fragrance of the stuff that bugs just don't like.

Hmm..does the spray have perfume in it? Maybe it just upset the fleas and they decided to die or find a new dog lol. But since Frontline stopped working, instead of spraying your dog with random things, you should look into a different topical medication. I personally prefer Revolution over Frontline, though it is by RX only you can buy it online from Australian pet supply shops (I use pets-megastore.com.au) cheap.

Well, the Frontline either still is in effect or the fleas just don't like Avon products.

Don't use human products of any kind on animals. You will soon be asking why your dog has lumps and bumps. I rescued a puppy that used to have hairspray sprayed in his mouth as punishment for pooing in the house. Poor thing was never trained. Always locked in the out house for endless hours 7 days a week. It cost me £65 to get his skin back to the way it should be.
Go to the vet and ask for advocate, adams or what ever brand they use at the vets.

It was created for ticks, fleas and a lot of other things. I stock up on it when it is available.
