No. This program targets gas-guzzlers that average less than 18mpg. A 99 Grand Am does better than that.

No, because the 99 Grand Am's gas mileage is over 18 mpg.

No, it is for cars with an average of 17mpg or worse.
And then they pay you $4500 for your car so you can buy a brand new car.
