Once a Playstation account is created you cannot delete it. As for buying games, I buy things all the time from the PS Store. I live in Virginia, USA. I am not sure on how it works outside where I live. I do play with someone from Europe and China and they each download/buy things from the PS Store all the time with no problem. I personally would call and ask them, their support lines are rather easy. I just recently had to send my PS3 in to get a replacement and they helped me quickly and easily. You can even ask them if they have some way of terminating your Playstation account for you. I know for sure you yourself can't do it.
