Ok I need new cymbals (hi hat crash ride and maybe china) if there is a china I need another cymbal stand I also need new heads for $400 please can you find these items

Can you get that for 400 bucks? Probably.
Will it be any good? Probably not.
You do not specify sizes of the cymbals you want, or the size and number of drums. My suggestion is to blow off the China...they are kind of worthless anyway. Get the best you can afford for your hi-hats, Zildjian K's would be nice. A's are OK. If you want a REALLY nice crash, try to track down a Sabian 18" thin. This is one of the best sounding cymbals I've ever played, and I've been playing a very long time.
When you are buying cymbals my friend, take your time. Go to your music store...Guitar Center is OK...and "play" as many as you can. Listen to the resonance, attack, etc and compare several of the same size, brand, etc. Good cymbals are not an accident and they dont come in kits. Like I said, buy the best you can afford. If you have to wait for the next one, then wait.
Drum heads are not so critical compared to cymbals. If you are not recording, you probably do not need a full set of heads. Get a good snare drum head and a good bass drum head. You can replace the others one at a time without much loss in sound for regular playing.
