Would a creature with vigilance that becomes tapped, with say Icy Manipulator, be allowed to attack?

No. A creature is only allowed to attack if it is at any time untapped before the combat phase.
yes, icy manipulator is such a good card. good thing is it is only uncommon

Simply, he can't. Vigilance just means when he attacks, he doesn't tap. A creature can't attack if it's tapped.

no it is tapped take this advice from me someone who has played magic since he could read if a creature is tapped unless the card says he cant be tapped you cant attack if he's tapped.

depent when the cart are tapt if in before the creature is tap befor he is declaerd as a attaker he is not allow to attack. if he is tap after he is attaking he wil stay attaking
