What a question! It is soooo hard to pick just one. I have to submit for consideration the following:
Johnny Horton
Bob Wills
Tex Williams
Marty Robbins
all great, however, from different country music genres and eras or times.
To answer your query more specifically, you would really have to ask your question with greater decisiveness - i.e.: Who is your favorite artist during a specific era/time. Also breaking down the categories even more specifically as to singers. songwriters, singer/songwriters, etc. Example: Willie Nelson wrote some of the most beautiful and profound lyrics and music during the 1950's and 1960's, but did not, himself, make the songs famous. He was regarded, back in the early days, as not good looking enough for TV or the Grand Olde Opry stage - where new stars where debuted - so other, more famous, better looking country singers sang his lyrics and melodies and made them famous. He got no credit for the "hits" until much later in his career. And, with a bit of web research, one will find Mr. Nelson wrote a great many very famous songs that most folks would not associate with him.
