It depends on what state you're in, as laws vary place to place. By "Temp" I assume you mean "Permit." I live down south, and there's a few outcomes that "could" happen if you're caught with only a permit and no licensed driver in your vehicle.
Normally you'll get ticketed and there's a chance your vehicle could be taking a little vacation to the impound lot, "normally" that's what happens. Then again, our law officer's are a little more understanding, in my opinion. Sometimes they'll just tell you to go home and write you off with a warning, and just look the other way. Age plays a factor on this, too. It also depends on how badly you're driving while they pull you over.
Every so often, if you're above the age of 18, you can get arrested and held on a 500 dollar bond, if found without a license. And if you're really, REALLY lucky, they'll just tell you go to home and have a nice day, on the condition that if you're pulled over again without a license, you'll be fined and/or arrested. It's different, for different places. Overall, its not worth it. Just get your license as soon as you can. :)
My personal favorite has to be when you have a birthday, here, as this hasn't just happened to me. During a birthday, I was doing 25 over the speed limit through a school zone. Now mind you, the lights didn't start flashing until I got past them, but never-the-less, I was pulled over anyway. As long as you weren't really endangering anyone, I found out that, after 30 minutes of taking down information and whatnot, the officer noted it was my birthday on my license. He just walked back to my car, handed me my license and said, "Happy Birthday. Consider this your birthday present from me." Then he just got back into his patrol car, waved at me and drove away. :D Its been that way since I can remember.

In North Carolina you have to wait until you are 18 to get your license, but it varies by state.
