Would this be considered a complementary good?

for instance the market for cell phones; the price of a call made from a cell phone falls. Would that be considered as a compliment? Since calls actually go with the cellphones?

    No. Rates and prices are not considered goods. A phone charger is an example of a complimentary good to that of a cell phone.

    A cell phone and cell phone service provider contract could be considered complementary if the are purchased separately.

    Handsets and cell phone service are indeed complementary goods.

    "reasonably modern" handsets had same price since cell phones came out, but they did they did not cell all that well until free long distance came around.
