Can a car dealer charge you for an inspection?
I took my car in because the window broke. They called by with a $260 price tag and when I said no, they said they pried my door off to inspect it and it will cost $80 to put it back. Is this legal?

Of course its legal. They don't work for free. Unless they offer free estimates, expect to pay someone that does work for you, even if you do not buy their services.
Look at your paperwork. Does it tell you what they will charge if you decline their service?

Some of things you have written do not make any sense but i will try to get this strait. I never heard of an inspection sticker being on a door most are in the windshield or on the back of your mirror all depending on what state you live in. If they ruined your inspection sticker why should you pay for it. Something does not sound right or i am reading this message wrong

do you expect people to work for free? If you want your vehicle fixed for free try this, park it in the back of the repair center and tell them you have no money but you need to know what is wrong with your car, ask them to get back to you as soon as they can. how long do you think it will be before you hear from them? i can tell you this, all the paying customers will be taken care of before you. If they diagnosed peoples cars for free then people would ask them what is wrong and then just fix it themselves. Would you work as a mechanic if you only got paid if the customer paid for a repair but you got no money to look over the vehicle and tell them what is wrong with it? you are paying for then to take your vehicle apart, test the window switch, motor and regulator and put it back together again. The parts and labor to do the repair is $180.00 and the diagnosis is $80.00 and both sound very fair to me. They are not charging you for a inspection but for testing and diagnosis and yes it is legal. I hope your clothes dryer never breaks down, those repairmen charge just to drive to your house before they ever look at anything.
