I'm assuming that the tray is at the front of the car. And that its black plastic.
If so, its the underbody aerodynamic tray. Most cars now have this tray to aid with airflow under the car. The lower the air turbulence, the better the gas mileage.
It has abt. 6 screws holding it in place. Some of them have fallen out or you have scraped the tray against something and they have torn out.
Unfortunately, VW uses a special screw (on mine anyway) called a torx screw. So you may find it difficult to remove.
If you keep driving the car , eventually the tray will be destroyed.
Before this happens I suggest taking it to a shop you trust (better yet a VW dealership) and they can re-attach it for you .
It wont hurt the car to drive it like it is but if the tray is ruined you'll have to buy a new one.
All the above info is based on if its the underbody tray. Of course it could be something else.
Hope this helps.

I'VE OWNED TWO BEETLES AND BOTH HAD THE ENGINE COVERS TORN OFF DRIVING IN NEW YORK CITY. IT COST ME $175 THE FIRST TIME TO REPLACE. SINCE IT'S SO "DELICATE" IT GOT RIPPED OFF AGAIN.
I DECIDED NOT TO KEEP REPLACING THEM. THEY ARE NOT NECESSARY. YES IT DOES DIRECT AIR FLOW BUT NOT TO THE POINT WHERE IT'S WORTH CONSTANTLY REPLACING.
