Hargreaves-Almunia-England?

If Owen Hargreaves is allowed to be taken to play for England, can Almunia be taken too? Hargreaves was born in Canada for those who don't know

    Almunia has never played for spain like Hargreaves has never played for Canada. Hargreaves has english parents and Almunia qualifies for british citizenship. so yes he can.
