These sites include nesting box plans with measurements. The most important measurement is the diameter of the entrance hole: 1.5 inches (smaller and the bluebird can't fit, larger and the invasive European Starling can get in). The interior dimensions of most bluebird boxes are at least 4"x4" for the floor with sides that are 8" tall.
