She's not saying push yourself on her, but to be more confident. And some girls don't like to be "asked" if you can kiss them...just lean in, hesitate when you're close to make sure she's not shocked and turned off, then kiss her. Do read her eyes and make sure they look excited when you've leaned in. Otherwise, don't move any further..pull back slowly and apologize. If you misread her, she'll tell you.

She was telling you that she was hot for you. Women by nature, are more passive, and generally prefer the male to be dominant and take charge.
