Can Anyone Explain A Car Alarm "Jumper"?

I'm trying to program a new remote into my car alarm after the old one broke. But the alarm seems to not want to go into program mode and the instructions suggest that if the car alarm doesn't go into learn/program mode their could be a "Jumper" installed in it that prevents the alarm from learning codes from new remotes, can anyone explain what that is and/or how to remove it?

    A jumper is the same as what's used on a computer motherboard.It's a little plastic piece that connects two or more pins on the circuit board.Are you sure you followed the steps right to get it into program mode?On my Viper alarm you have to have the door open,then turn the key on and off then press the valet button.I couldn't get it to go into program either.Turns out the reason why was because i had the dome light override button on.
