Player A: Lumina and a face-down solemn judgment.
Player B: Face-up Wildheart, with Dust Tornado and Torrential Tribute Face-down.
Question: If Player A summons a lumina and then uses her effect to discard to summon a lightsworn from the graveyard, can player B use dust tornado first to get rid of solemn judgment and then use torrential tribute in response to the lumina pitch summon? In other words, does torrential tribute need to respond to dust tornado or it can just start a new chain by itself pending on the current situation?

Torential Tribute has to be activated right after the monster is summoned. Then you can chain dust tordado.
