Either her cell phone needs to be replaced because it is not getting a proper signal for incoming calls or she is lying when she says the phone is off because it will typically go to voice mail almost immediately. It is only possible when the phone is off & diverted to a specific number, the ring will go to that specific number and and possible to speak through that phone.

If it rings at all, it means the phone is on. If it goes straight to voicemail, it is off.
