In the US she's going to be overweight, although how much so would depend on her height. I'm 5'6" and I've been as high as a size 22...I'd guess right now to be in a 16 I'd probably have to weigh close to 190ish. It's been a while (thankfully) since I've been in that size.
Although as I said, if she's a tall woman then a 16 won't appear as "big", but it is at least an Xtra Large.
EDIT: Do not compare that to Marilyn Monroe. Sizes were completely different in Marilyn's time. My mother was married back then and her wedding dress was a size 14. I couldn't get myself squeezed into that dress until I was a size 8. There is NO comparison to clothing sizes in the 1950s/1960s and now.

She would be very curvy, most larger women are very sexy to some guys, it all depends on what you like. if you like stick thin girls then a size 16 is not the type for you, but if you like a women like marilyn monroe then a size 16 is your type of women.

It would all depend on her frame and height but if she is under say 5' 6" then I'd say she is either broad and chubby or narrow framed and fat.
She may be just normal weight if she's very tall as these people can get away with having weight on them and often look better when they do as not to look lanky and skinny.

why do all you people instantly think oh size 16 well she is a fat *****????? i have many size 16 Friends and there curvy and very pretty woman just don't judge someone by there size their still attractive.

depends whats country you in, in the UK size 16 is a medium frame. But say in America that could be considered a large frame.

medium build and very curvaceous. I'm a size 16 and not Fat. I work out 3 days a week. My husband loves my curves and wouldn't have it any other way. There's no chunky monkey in me. Marilyn Monroe was a size 16. very sexy!!!!!

On the plump side, unless she is quite tall. Sophie Dahl modelled when she was size 16 and looked great, mainly because she was so well proportioned and toned.

It would depend on her height and how her weight is distributed.
Someone who is size 16 is not necessarily fat of unattractive (or chunky.)
Could be anywhere from pear-shape to top-heavy to luscious.

A bit bonny, but not huge I would say. As my nan would say: "A well fed lass." It depends on height as well, as taller people tend to be able to carry larger sizes without it being quite as obvious as shorter people. Hope that helps a bit.
