Someone is using my email address, any suggestions how to stop them?

The person is in India and they are using my email address to book tickets for a train in India. I can't get the company to cancel the two accounts that this person set up. I can't retrieve the password because it can't be retrieved except that you have the answer to secret question and answer. Any suggestions?

PS.. It makes no sense to my why they don't get their own email address. :(

Update:

The user has not got into my email account. They are USING my email account to book train tickets in India. They are using my email address as if it is there own for the train service website. The train station does not care that they person or persons are using my email address to book the tickets as they will not respond. The problem is with the website of the train company does not confirm email addresses. So anyone can sign up using YOUR email address to book tickets for themselves and YOU can not do anything about it as they will not send you the password, only the user ID. How would you like that to happen to you? and what would you do about it? especially if the train company won't respond?

How about waiting to see if the person uses your email address again for booking tickets and if they do look for a forum like spamcop and see what they say?
