start in safe mode then delete it there.
...it could have started its own service too, better check and disable it - right click my computer -> manage -> services and applications -> services -> and then find any Cyberlink stuff and "stop" the service and then put "disable" for startup type.
Then go into safe mode and delete any remaining Cyberlink files.

Restart the computer in Safe Mode and try to delete the dll. If that fails try deleting that file using a linux livecd.
But this too probably does not cleans it properly. Because which program was calling the dll?
So, if it is really necessary to remove it 100%. Reinstall windows.
And next time use any program to make your application portable - like Thinstall.

The file might be a shared dll and the OS might be keeping you from deleting it.
Try running Ad-ware Free:
and see if that can remove it.
Ad-ware Free is a free version of the Lavasoft Anti-Spyware program.
