In most states the answer is no. If you waive your parental rights you do not pay child support anymore - this is the case in my state. I know of many who were unemployed and were having their income impugned by the FOC resulting in them waiving their parental rights to avoid being thrown in jail for back support. It is sad but true. There are better civil remedies to get child support to work. Our legislators are out of control as usual with over zealousness.
