Is your lens set on auto or manual? Sometimes that is the problem. If not, call Canon at 800-OK-CANON and see if they can help you.

Take it outside under full sunlight and focus on something distinctly isolated like a lamp post. Most often, autofocus won't work in the dark. If it still doesn't focus properly, check the settings once more with the manual or you can call Canon's tech support.
