i wanted to paint a tiger so i printed out a couple of picture online and encorporated it in my painting to make a portrait of a tiger. Do I need permission from the owner of these photos to use their photos. I might also be sending this painting to an art competition. Is this considered as "copying" others work.

No, you don't need permission to pick objects from photos to incorporate into a painting. What you cannot do is paint a copy of the photo itself. By putting the tiger in a completely different setting than it is in the photo you will be fine. I wouldn't call it copying...i would say influenced.

The artist who made the red and blue poster for Barack Obama got sued for his photo reference, even though he changed the picture a lot.
If you are using a photo that you did not take, you need permission from the photographer. When my students use photographs for their artwork, I'll let them use photos I take so they have permission. I never let them copy things off the internet. Would it be possible for you to take your own pictures? Can you take a trip to the zoo and bring a camera?
However, if you are changing the image and you are not directly copying the photograph, you should be okay. I would still ask the photographer because I think that person would like to know that they inspired your artwork.
