Does an E-4 with a line # outrank another E-4 with more TIG?

I am in the air force. Does a SrA (E-4) with a line number for staff sergeant outrank another SrA with more time in grade? Or does it not apply until you actually sew on?

Thanks.

Update:

Oh by the way.. i am speaking of the air force.

Officially, no you do not out rank him.

But most duty sections will place the SRA with a line number for SSGT

In a leadership position above the other SRA's in the shop.

Its really up you your Shift leader or NCOIC.
