screen is white with restore active desktop. clicking restore active desktop does nothing.?
webshots is the background and is active in webshots desktop and IE display. but webshots will not stay as the background.

Well the best thing I can come up with is that you placed a image from a website as your background and the image from the internet has gone offline, since the image is grabbed from online and not stored on your computer, windows replaces the background with that message. So if you want that removed download the image first then right click -> set as desktop background.
