My male friend and i always make jokes like saying i love you to each other and pretending that we are gunna make out, but its always seems a joke.
We had some comments to each other over the net and a close friend of his read them and asked if we were dating when they talked to him.
he says no, but the still bug him about it...
he recently asked me if he can say we are going out to get them off his back.
is he just getting trying to stop his close friend from annoying him?
or does it mean something else?

I figure he probably would like to be dating officially. it's pretty common for guys to be just friends because they are afraid that if they say anything they might loss that person they care about.
If your interested then simply ask him seriously if he wants to make it official wording is important because you don't want to back him into a corner. next time it comes up say something like, "we're basically dating already, why not just formalize it."
on the other hand if your not interested in him in that way THEN DON'T THINK ABOUT IT ANY MORE. If you focus on it then it will only destroy your friendship. Even if he tells you he's not interested you will always have it in the back of you mind that he is lying about it and it will taint every interaction you have.

sounds like you are going out already in a sense, if he wants to tell people he wants to make it real
