Why is there a misconception that cicadas are locusts?

I don't get it. How did this start?

    Because they 'randomly' turn up (every 13-17 years) in VERY large numbers and plague an area, destroying many harvests, much like locusts do.

    They also fly and are of a similar size to locusts so the two could easily be mistaken.
