Phantom Dragon and Skill Drain?
When Phantom Dragon is special summoned, 2 monster zone can't be used. But Skill Drain is activated AFTER this, is the 2 monster zone still unavailable or that effect is negated?

Nope. You can use the zones when skill is activated.
Example : You special summon a Phantom and choose 2 zones.
You then play skill drain. Your opponent Specials, You can summon another Phantom in one of the zones that were unavailable before you used Skill Drain.
