Does anyone know the character I'm thinking of?

This guy is tallish, with pale blue eyes and he's albino pale, he wears a hat(not baseball--not sure what kind though), he's an FBI agent from...Louisiana(I think).

This character is in several books, but the one I read was about this town where people were being killed by this man who had been sent to live in a cave because the mother either didn't want him or he was deformed. The man ends up working with the girl who's basically the screw up of the town.

Sorry this slightly vague, but I read this book last year.

I think the title has the word "Crows" in it.
