What is the story behind this picture?

I'm fairly certain it's an elaborate costume (rather than Photoshop), and I think I've even seen other pictures of the subject in that costume, but if there's a story behind this I haven't heard it.
Please provide links to any sources you find.

No, it appears to have been pasted in, rather than a real photo with a costume. Notice the dark outline around the shark body? It clearly isn't from an unedited picture.

Wow that's bizarre and awesome! It's hard to tell from just the one photo, but I agree: it looks like a really cool costume. How did you come across this? I wouldn't mind seeing more images.

It's photoshop, not a costume (look closer at the hands).

that isn't a costume its definitely edited. Doesn't look natural at all.
meaning? don't watch shark week too much.
