what is the difference between the inter coastal and the bay aren't they the same?

i thought the bay was the inter-coastal some people have told me no, what is the real deal??

    Do you mean the Intracoastal Waterway, which stretches from Brownsville, Texas to Boston, Massachusetts? Depending upon where you are, a bay could be a part of the ICW.

    The inter-coastal waters are also places like the areas in Sacramento where the rivers inlets etc go not just in a bay area but for miles and miles of river/water area. I believe that major rivers and even the Great Lakes are also considered inter-coastal waterways Check out the US Coast Guard and the Auxiliary not only for Boating Courses but for information like buoys and markers.
