Why was the Corwin Amendment not made into law?
I know that it was passed by 2/3 in the House and 24-12 in the Sen. So then why was it not turned into the 13 Amendment?
Im a big history fan but I never under this.
Thanks.

An amendment to the Constitution needs 2/3 approval from each house of Congress just to propose it (can also be done with a 2/3 majority of a Constitutional Convention). After it passes this, then it goes to the states to ratify, and it needs 3/4 of the states to do this. After that, then it becomes law.
I don't know how many states ratified it, but it appears there were not the 3/4 needed.
.
Source(s): U.S. Constitution, Article V: "The Congress, whenever two thirds of both Houses shall deem it necessary, shall propose Amendments to this Constitution, or, on the Application of the Legislatures of two thirds of the several States, shall call a Convention for proposing Amendments, which, in either Case, shall be valid to all Intents and Purposes, as part of this Constitution, when ratified by the Legislatures of three fourths of the several States, or by Conventions in three fourths thereof, as the one or the other Mode of Ratification may be proposed by the Congress; Provided that no Amendment which may be made prior to the Year One thousand eight hundred and eight shall in any Manner affect the first and fourth Clauses in the Ninth Section of the first Article; and that no State, without its Consent, shall be deprived of its equal Suffrage in the Senate." - ?Lv 61 decade ago
It still needs to be ratified by the states. At this point 35 or 36 more ratifications are necessary, which just isn't going to happen.

"Consider the problems if some four million people, angry, homeless, uneducated, unwanted, penniless, with no means of support and no marketable job skills were unloosed on society"..... Humm- sounds a bit like we have now with all of the illegal aliens pouring in. Wait until the homeless Japanese starts boating over. Where is Old Abe when we really need him? Rolling in his long a** casket I bet.
