First of all the 2nd gen ipod touch does not have built in microphone u need to buy one from an electronics store. It costs anywhere between $15 - $150. Depending on the quality and company.

The rest of the questions vary on where u live but usually its fairly cheap but u need wifi to use it. It doesnt cost any money for a skype number

Skype does support video chat for ipod touch. You can always use the talk voice calling only to other people only. If you have the ipod touch 4th generation model which has built in cameras then you will be able to use facetime and talk to other iphone or ipod touch 4th generation users.
