There is no need to caulk the toilet base as long as the installation was done correctly and the toilet does not move or have gaps under it.
The wax ring keeps the water and waste where it belongs and the toilet bolts keep the toilet from moving.
Sometimes, if the floor under the toilet is uneven, caulking the base is the only way to keep the toilet from rocking, even after shimming and tightening the bolts as much as you dare.

Allot of ppl do it and most of it is decorative. I leave a small opening in back that way if it should happen to leak I will know about it before it becomes a serious problem.
