Legal music downloads?

Question

In Canada, music downloads are legal because they pay an extra tax on blank CDs and memory sticks that reimburses the music companies. If I buy blank CDs in Canada and pay the download tax, is it legal for me to download music in the USA when I get back to my home?

Update:

The Canadian download tax is sent to the recording artists, so it's not correct to say they're not getting paid. They get paid plenty!

it is NOT legal to download copyright music in the US without paying the copyright holder 

and it SHOULD be in Canada too
this has been a sore spot in the industry for a while
it's theft of services. plain and simple

paying a few cents on blank CD's does NOT pay the artists for their time and work

it IS illegal to download, copy, or share copyright music without paying the copyright holder
from ANY free site
just because a lot of people do it, does NOT make it legal

a lot of people shoplift and steal cars, 
they are aren't legal either

you can buy blank cds here too why go all the way to canada 
alot of people download music for free also its not ileagle to download its ilegle to share the music you have and let other people download it from you
