you need to transfer the document ownership to the new user ,

as a start try to right click the folder and choose properties , then security tab , then advanced , the owner and try to change the owner.

Sounds like a user account issue, you just need to go to control panel and find user accounts, after below there is a an option manage "UAC" which stands for user account control, disable uac restart, if that won't help then you need to go user accounts again and make yourself as administrator of pc hopefully that will solve the problem.
