If it is owner occupied you can try 411.com They have phone numbers by address.

CHeck out the Property appraiser site for the county in which the property is located- typically they have by name, parcel id, subdivision, or location. Also you can go to the Clerk of Circuit Court for whichever county the property is located in and look under "contains" and put the property address in.

IAs pointed out, if your state or jurisdiction posts the property tax assessments online, you can get the owner's name there. However, if they do not post the information online, you will have to go to the tax assessor's office with the address and they can look up the records for you.
