No you can buy them at any walmart or superstore. Only thing is you might want to make sure that they go with an update minutes card you can also buy in the store, that way you won't have to have a credit/debit card to update. My friend did this when she was 17 when her parents wouldn't let her have one. I think the best one is the at&t go phone is a $1 per day that you use your phone and you can call any at&t number for free. Also if you get a number later, you can use your sim card in the phone you already bought. Good Luck!
