Why do people add the word "out" to verbs?

Why do you change out a light bulb instead of just changing it? Why do you paint out a wall instead of just painting it? Isn't the "out" unnecessary?

    Why do we add up?

    Hurry up

    Get up

    Eat up

    etc.

    (There's another word we're always adding, but it's slipping my mind at the moment).

    I don't know why, we just do. I guess it adds emphasis. I've never heard of "painting out" a wall though.
