why do I have to be leval two to rate and answer?

Actually at level 1 you can ask 5 questions and you can answer 20 questions. When you move up to level 2 you can rate as many answers as you like, ask 10 questions, and answer 40 questions. As you move up the levels you gain more privileges. This is to encourage participation and to discourage people from using Yahoo Answers to just goof off and troll. Still the thumbs up/down is abused a lot.

Because lots of people like to rate, so like they want you to answwer more questions to get more points in order to go to level 2. I'm on level 3 YAy!!!!

Because it's the rule.
