In order to ensure your elegibility, you have to have paid into the system. You can't collect from the retirement fund otherwise, but there are instances where people are entitled to Social Security disability payments.
Don't confuse S.S. disability benefits with the retirement fund. There are also Social Security funds for the dependent children of disabled adults, as long as those adults have paid into the system while they were working. Those benefits end, however, when the kids turn 18.

A widower or widow of a person eligible for social security can collect a reduced survivor benefit at ago 60. Othqwise no.
And SSI is not the same as social security. SSI is basically a welfare program, and isn't age restricted.

You cannot collect social security benefits because it is an insurance system and you have NOT participated, have not paid into it.
You may qualify to collect SSI, which is not social security benefits, although social security administers the program. It is a Government Welfare program for the disabled who have not qualified for social security.

Is your husband or wife dead? If they worked, you should be getting something now. If you have not earned your 20 credits ie worked 20 quarters and paid in at least a minimum amount, you are not entitled to anything.

SSI isn't based on income. It's a welfare program for people who are destitute. Contact the ssa for more information.
