Vista 32-bit home premiium weird language glitch with symbols.?

Ok well i was on my computer and it froze then i restarted it and it wouldnt boot past the loading screen then i tried againg and it said that it failed to load floppy and so i ran from install disk for windows vista and repaired it then it still didnt work so i went on my mobo and presses what i thought was the restart button but instead it was the clear CMOS button.. after i restarted it the screen wouldnt even say the computer was on it just went to standby so i unplugged my computer for a bit then started it and it worked but when i went to log in the user accounts were in a weird laguage like squares and x's and circles and arrows! so on so forth.... i tried to change my language but it still does nothing i mean only some things are in this language but not everything like my games are in english it seems like all the things associated with windows vista in a way like the top of windows explorer and when i search on google in the quickbar and the icons names on desktop and my clock and every folder and every item in the folder. so can someone plz help me! i do not want to reinstall vista again.
