There are grants that can be attained for new home ownership that could be attached to your loan at closing for repairs. Since the house has been lived in for so long, you are only left to getting a loan. You could take a loan against the equity in the home to do repairs, and hope to recoup the cost when it sells, or just sell the house "as is" and hope to break even to have enough to live somewhere safer.
