What to do when someone isn't parenting their child?
I have a neighbor who is gone all the time and leaves her 13 year old daughter home alone. From 8 in the morning until some nights about 1am. The problem is while shes gone the daughter has tons of friends over yelling, screaming,music blasting, pot smell everywhere. Ive trying talking to the mom, letting her know how loud they are getting, but she just said we live in a apartment and its going to be loud. Now this girl is only 13 and if the mom don't care that's sad for her and sad for the daughter, but what do I do. This little girl threw a pregnancy test off the balcony and was laughing about it. What do I do to get a little peace around here?
have called the police 8 times, takes them an hour or more to get here because its not a top priority, they just ask her and her friends to turn the music down, they dont even go in the apartment. Ive even asked them to come into my apartment to smell the pot (its in the back bedroom) but they say it could be from any one of the apartments

If the mother is unwilling to take control of the situation, you might want to consider contacting Child Protective Services or the police. You can also try contacting the manager of your building and let them know what's going on. Good luck.

Call the police.
Esp when you smell drugs. This mom needs a wake up call. The police will involve child services if needed.

Go to DHS - Department of Human Services, if there are enough complaints they will visit out of the blue.
