I have made similar suggestions to others on a budget, maybe you would like the idea as well. Playing off the economic times, you might think of going as "grand ladies on hard times" by dressing up in stylish clothing from a charity shop, wigs, and flashy jewelry. That may at once present a unique costume and not cost much at all.

The best thing is to wear thick tights with them. If you're looking for something flesh toned, try pantyhose - or you could probably find something at a costume shop.
