I say most likely, I do not work for any agency involved so it is based on speculation due to my experience with other government of Canada agencies. Based on the website for CIC, it states, that notice should be sent between 14 and 16 months after process of application which should be between and 2 and 7 months after the test. Your daughter can contact the CIC for an update on her request. Again I state that it your best bet is to contact the agency directly and keep in mind that they are back logged with a great deal of people applying to become citizens, immigrate, and get work visas. She should either hear from the CIC for an oral exam or if she passed it soon.
