anyone know this MASSACHUSETTS tenant landlord question?

hi, my landlord has 2 apartments, mine and another one that is an in law apartment so they share the same heating system..(oil) the heat is included in the rent, but the problem is the tenant BEFORE them, used the heat to 75 degrees and didnt turn it off or down when they weren't home, even for days - so my landlord doesnt want to get screwed in paying almost 1- 2000 bucks a month for JUST their apartment.. not including her house aren't there laws to be able to say in the lease SINCE IT TAKES 10 MINUTES FOR THE APT TO HEAT UP.. - "please keep the heat turned down to 55 when you are not home, and no more then 68 when you are home. If i see a major spike I will have to charge more for rent to make up for it.."

anyone know the mandatory date that the landlord has to turn heat on? is it sept 15th, or oct?? Im confused, HELP!

    LLs must provide minimum mandatory heat levels during stated months.

    However, there is no reason a LL cannot have some adjustment due to heating bills in lease. This must be there WHEN lease starts, LL cannot impose this requirement on tenants in middle of lease, without tenants agreeing to it. But enforcing the settings is difficult, and oil prices change from year to year.
