both 6 yrs old knows enough to say he didnt put in his mouth but look like he was i say he was just wondering why his is not like his brother what you think normal or not

At 6 you could discuss "proper behaviour" with them. And say that looking at other people's pee-pee's isn't appropriate. I don't find it to be very bizarre, but at 6 they should know it isn't appropriate.
You can explain what circumcision is, and why one of them is circumsized and the other is not. Perhaps even show them a diagram of circumsized versus not. But I would definitely bring up the inappropriateness of staring at / touching another boy's penis.

At this age kids are just starting to notice things about their bodies and differences in others. i think that if you thought he was doing something wrong just sit him down and explain to him in a nice way that is not nice they will understand. But as far as him looking and checking things out that is perfectly normal. They are just discovering and learning new things about their bodies.

But other than that, now might be the time to have the next talk with them about their private parts.
